I am a technology strategist, digital governance expert, and social entrepreneur working at the intersection of technology, policy, and societal change.

My work is driven by a simple conviction: technology is never just about technology. The way we design digital systems, govern data, shape policies, and build institutions ultimately determines who benefits from the digital transformation—and who gets left behind.

With over eight years of experience across digital transformation, public sector innovation, policy research, programme implementation, and multilateral engagement, I work to turn technology and ideas into practical change. My interests span digital governance, data governance, digital infrastructure, AI governance and ethics, digital rights, and inclusive innovation.

I currently serve as a Research Fellow at the United Nations Economic Commission for Africa, where I work on digital development, data governance, digital infrastructure, and innovation ecosystems in support of Africa's regional integration and development agenda. I also lead the Internet Society MENA Policy Working Group and contribute to international policy processes on the future of digital development.

My journey began in computer engineering, but my work has increasingly moved beyond technology itself—to the institutions, policies, and societies that technology shapes. I hold an MSc in Public Sector Innovation and eGovernance, a joint programme involving KU Leuven, the University of Münster, and TalTech.

Building from Libya, working across the world

I am Libyan by origin, and much of my work has been shaped by the opportunities and challenges I have witnessed across Libya, North Africa, and the wider Arab region.

Over the years, I have founded and contributed to initiatives focused on education, digital citizenship, Internet governance, digital policy, innovation, and inclusive development. Through these experiences, I have learned that meaningful transformation rarely comes from technology alone. It comes from bringing together people, institutions, ideas, and technology around a shared purpose.

I continue to work with governments, international organisations, civil society, technology communities, and other stakeholders to help shape digital policies and systems that are more open, inclusive, human-centred, and fit for the future.

From ideas to impact

Whether I am developing a digital strategy, researching a policy question, designing an initiative, advising an institution, or bringing stakeholders together, my focus remains the same:

How can we use technology to create better systems, stronger institutions, and more empowered societies?

This is the thread connecting my work—from digital policy in Libya to regional digital development in Africa, and from Internet governance to emerging questions around AI, data, and digital public infrastructure.

I believe the future is not something we simply adapt to. It is something we actively shape. And that is the work I choose to do.
