Cultivating Skills and Trust: The Roadmap to Successful e-Government in Libya

The transition towards e-government in Libya hinges not only on technological advancements but also critically on the development of human resources and the enhancement of digital literacy among citizens. These aspects are vital for the successful adoption and sustainability of e-government initiatives.

The role of human resources in driving e-government projects in Libya cannot be overstated. The success of these initiatives largely depends on the availability and capability of skilled personnel. Libya faces the challenge of a lack of qualified employees, especially in IT roles within the public sector. The current workforce, while capable of handling basic project needs, often struggles with the complexities of entire operations.

Addressing this challenge requires a miscellaneous approach. Firstly, it is imperative to invest in education and training programs to enhance the skills of existing employees. This not only includes technical training but also training in change management and digital transformation strategies. Additionally, the recruitment of skilled personnel, possibly including international experts, can help bridge the current skill gap.

However, a significant obstacle in human resource development is the reluctance of employees to engage with new technologies and processes. This resistance often stems from a lack of understanding and fear of the unknown. To overcome this, organizations need to implement effective change management strategies that include clear communication, involvement of employees in the change process, and providing them with the necessary support to adapt to new systems.

For e-government initiatives to be successful, it is crucial that citizens are able to effectively use these digital services. In Libya, there is a significant challenge in enhancing the digital literacy of citizens. Many are accustomed only to basic internet usage, primarily on social media platforms, and might be hesitant to trust and use e-government services due to past experiences with inefficient government systems.
